Qualifications

Proven experience in process decomposition, business process analysis, process design, workflows, requirements gathering and business process re-engineering

Experience with developing business process flows (As-Is and To-Be) diagrams

Strong business/client engagement skills

Ability to work independently

Proven experience in facilitating workshops and focus groups with process owners, subject matter experts and corporate executives

Experience working with Sr. Leadership

Proficient in documenting business processes using BPM notation or equivalent

Familiarity with Sharepoint and MS Project Server 2013 a plus

Experience in Transportation industry with emphasis on Supply Logistics, Fleet Management

Strong quantitative, analytical and problem solving skills, together with demonstrated proficiency in business case development and implementation planning

Strong written communication such as assessment documents, process flows, powerpoint presentations

 

SUMMARY of the FUNCTION/Role

The Client Business Transformation section of BSC Operations and Business Transformation is seeking three (3) temporary Business Process Management Analyst consultants to evaluate current business processes in terms of efficiency and cost savings with the objective of improving service delivery by identifying areas for improvement, making recommendations or developing solutions, and communicating them to stakeholders, facilitators, and partners, including Information Technology partners.

 

RESPONSIBILITIES

Lead business process reviews and process re-engineering efforts across the Client Agencies, developing and presenting business case justifications.

Design, model and implement cross agency, new or modified business processes and recommended organizational structures to deliver more efficient business operations and service delivery. Identify organizational strengths and weaknesses, as well as work with Client agencies to learn how and why procedures exist and if current procedures and systems are essential.

Perform process decomposition, data analysis, scoping, and optimization.

Document the inter-relationships between processes (people & systems) and identifying the hierarchy of the processes (business processes, functional processes, sub processes and process components) of the overall BPM initiative.

Collaborate with agency business management and staff to ensure that user requirements and constraints are understood and that sensitive areas affecting service provisioning are identified in developing target operating process models and business cases.

Liaise with IT to explore new or existing technologies that could be used for addressing inefficiencies, improving operations or solving problems; document requirements for new IT applications or enhancements.

Work with senior Client finance managers and senior business managers to develop financial models to justify potential improvement costs and to identify potential cost savings.

Facilitate negotiations with Client senior managers to obtain the best outcome for the Client where improvements and efficiencies cut across agency boundaries and budgets.

DELIVERABLES & Due dates

 

Estimated duration of services is 12 months

Work to commence as soon as possible

Client HQ Observed Holidays will be non-working days (unpaid)

Client may decide to exercise furlough at any given time due to project changes or project down time. If and when Client exercise a furlough period this will be unpaid time. Typical furlough period is during the last 2 weeks of December.

Workday is M-F, 9:00 to 5:30pm, including 1-hour unpaid lunch period

Work will be performed at various Client locations on-premises; reporting location will the West 34th Street

Deliverables

Business process documents ( "As-Is” as well as "To-be”)

Business process change recommendations

Business case documents including Return On Investment information

Risk Log associated with recommendations

 

Qualifications EXPERIENCE & eDUCATION

A minimum of 7 years of experience in business process analysis

Previous experience developing minimally 3 target operating model documents

Preferred experience with and functional knowledge of Supply & Logistics as well as Fleet management processes and systems

Working knowledge of business process modeling tools

Ability to communicate and interact effectively with all levels of management; effective verbal, written, and presentation skills

Strong organizational and time management skills

Ability to work independently with minimal supervision and within tight deadlines

Ability to manage rapidly and frequently changing priorities

Advanced, high level proficiency of Microsoft Office products (Visio, Word, Excel, Access, PowerPoint, Sharepoint and Microsoft Project)

 

Education:

Required

Bachelor's Degree in Business Administration, Organizational Management or related field.

 

Preferred:

MBA or Advanced degree

Shared Services experience

PMP Designation

Working knowledge and use of office productivity tools and web-based applications
